I was out yesterday and thought i saw a set of double yellow buoys which indicates a fishing net. On closer look it turned out to be an inflatable life vest. The HIT kind. A very expensive one. I am going to try to find the owner but if I can't I will put it up for sale. It is a Mustang model MD3183. let me know if you are interested.

I spent most of my money on boats and beer, the rest I just wasted.

This is the ad from West Marine selling for $279.99. I am sure you can get it for less somewhere. Also keep in mind it needs a replacement cartridge which costs about $50.00
Whenever you find a life vest floating, it's always a good practice to report the finding to the Coast Guard, including the exact time and place where found. You never know, but they might have had a MOB or similar incident reported in the area, and your information might help them know where to search. If they haven't had an incident reported to them, they'll make a note of your report and thank you.

The Coast Guard said there have been no incidents reported and I can keep the vest, so if any one wants the vest make me an offer before I put it on Craigs list.

No manufacturing defects. The label says it was manufactured in Apr 2006. The model is MD 3183. Made by Mustang. This vest is a HIT style vest. It has to actually be submerged to go off. The others that are not HIT can go off if they get damp.
