thank you for all your comments. I will post some pictures later. Removing all the paint seems like a big job, but may be worth the effort, as long as the original gelcoat won't get scratched.

The question is what shape is the original gelcoat in? Was it painted to hide a fix?

Just make sure any stripper is labeled as safe on fiberglass (meaning gelcoat).
