Unfortunately I need an engine this year. One of the dealers I talked to said that OMC has finally been able to spread the Etec engine technology down to the 9.9. Cost had originally limited it to over 50 hp engines, now it is down to 25 hp. The dealer has a local rental fleet and is getting 10 R&D engines this year and said they expect to release them commercially in July 09. A quiet, reliable, light, small, fuel injected 2 stroke that requires no fuel mix and is smoother and more fuel efficient than than a 4 stroke. He is an authorized dealer for six brands of out boards and expects this engine to dominate his sales charts.
Ed: now if they could just put that Mercury linkage on a Johnson........

I've had an Evinrude 9.9 on my boat for 20 years and have been waiting patiently for Bombardier to finally get their Etec engine out for our end of the market. Looks like the end is in sight and a new outboard is in the offing.
I seriously considered e-Tech since my boat builder offered them as well as Honda... The big ones run nicely--almost as quiet... Just be aware that Evinrude's claim of fuel efficiency equal to 4-strokes does not stand up with their larger engines in independent tests I looked at--except I guess in their own tests. They appear to get maybe 25-30% lower mileage than Honda and Yamaha--an improvement over standard 2-strokes. Of course, I'm talking about larger quantities of fuel than you are! I also probably haven't gotten over my suspicions about new Johnson/Evinrude technologies since the earlier HPDI fiasco that killed OMC. No doubt things are improved under Bombarier, but brand new "breakthrough" technology makes me nervous.
They are 3 star and up clean burn engines they meet or exceed EPA 4 stroke standards, but bizarre world might still have knee jerk reactions, I don't know. The technology isn't really new, just a recombination that has been in place on their larger engines for several years. They have direct cylinder fuel injection as opposed to more common and much cheaper port injection that allows for 100% burn by being able to adjust fuel delivery from one firing stroke to the next. Maserati worked on pressure lubricated direct injected 2 cycle V8's a few years back but dropped it.
