Mates - it seems as thought the mast light plug that attaches to the deck is missing the cap that screws the male end tightly to the deck receptacle. Any ideas? Do I have to purchase a new one and splice it? I hate to just have this with only a wrap of electrical tape.

I think you answered your own question. Buy a new one. They're not expensive.
