My old Evinrude yachtwin 9.9 is getting long in the tooth, though she still works like a charm. I have noticed a little oil pooling under the engine in the winter after it is stored for a month or so. It comes from the water intakes. I have been told that it is oil that was unburned in combustion and I shouldn't worry about it. I have replaced the gear oil. Do it every year.It was still clear and brown, not milky.
There should be no communication between the cooling water passages and the intake, combustion, and exhaust. There are some mating surfaces where a bad gasket and/or a subsequently burned surface could let a little unburned oil get into the system, or it could just appear to be coming from the water inlet. Gear oil smells different and is much thicker than 2 stroke engine oil. If the motor starts easily, runs smoothly, and isn't down on power it is less likely that the problem is major. A new 4 stroker is a great, but pricey, upgrade. If you aren't experienced with the inside of an outboard and aren't really ready to part with the $, a trip to a reliable outboard mechanic (technician?) would be the less expensive way to put your mind at ease. It probably isn't much of anything if it has been doing it for years without getting worse, but it could be something that might get worse if not addressed.
