The original supplier is Garhauer Marine.
They have a deck organizer which might even use the existing holes.

I reviewed the Garhauer links above.
There are several deck organizers and it's not clear which one might work.

Here's the detail
Model 30-DO-QB
Length 5-1/4"
Width 2"
Sheave Diameter 2"

I don't have this one, so measure carefully.
