I am thinking about getting into local races and wonder if anyone can recommend a good DVD that covers trim, rules and starting tactics. It may have to be in 2 DVD's. I need a URL and name of the DVD.

Check "North U". North Sails sail training medium. They have books and DVDs describiing racing rules, sail dynamics, race techniques and go fast equipment and how to use it.
The video that has helped me the most since I started racing a few years ago is "Improve Your Sailing Skills". It's for intermediate sailors. It's available from Netflix.com (rent) or Amazon.com (buy). It covers some important topics like why and how to adjust "draft" depth and location. Also covered are halyard, mainsheet, vang, and traveler adjusting, reefing, genoa car positioning. Some spinnaker instruction is included.
What sailCO26 said. If you aren't sure, then go crew on OPBs (Other People's Boats). Also set realistic and achievable goals.
Our goal in season one was "not last place" and whenever we did it we rewarded ourselves. It wasn't until the third race that we actually reached the windward mark, and in that race we set off for the wrong mark on the reaching leg.
As we got more comfortable with the boat we increased our goals, and have held to the tenet that racing should be fun, then competitive. So far that has worked well.
I know from my experience when I started racing many years ago, every book I read or video I watched made little sense until I had time on the race course. Some people are really good at 3 dimensional thought and I'm not one of them. The books and vids, and I own just about ever last one of them, are great secondary learning materials. Nothing will make a bigger impact than actually getting the boat around the mark (or at least trying). As previously mentioned Find a boat and ride along as crew. Don't stick with one boat get on many.
For your learning - Learn the specific start sequence your club/race committee uses(it might be an older system and not in the rules).
Videos - as previously noted North Sails stuff. Buddy Melges has some vids out there but I don't even know the titles
Books
Parts of the first section of Sail like a Champion (d Connor) . Anything by Stuart Walker will most likely bore you until you get some experience. The guy is a well respected sailor and author, but can be dry.
The one book I don't have is Getting started in Sailboat Racing by Adam Cort - a guy in our fleet usually throws that one out to newbies
Understanding the racing rules of Sailing by Dave Perry (also good on the lecture circuit) is going to explain the rules better than any other book you can find. Championship tactics by Jobson and Whidden - breaks down racing by legs of the race
If we're going to kick around books, add Dave Perry's "Winning in One Designs". Yes, it applies just as much to PHRF racing as OD. It's one of my "mental calibration" reads every spring.
Oh yeah, and the UK/Halsey race rules quizzes are pretty good rule-learning tools as well.
