I've noticed this regarding my 9.9 Evinrude - same vintage and company as your Johnson. I have a 6 gallon steel tank which is fully enclosed - no pressure release which operates pefectly. I also have a 6 gallon plastic spare tank. When this tank is in use the pressure inside the tank has to be released by opening a plug. If I don't remove the plug the engine slows than stops. Once I looked down and the tank was nearly collapsed because of the fuel pump sucking gas, and air, into the engine.
check prop and rubber hub inside it around the shaft. i may be spinning shaft but not positively turning the prop. rubber may be slipping in prop.

Not that I am in a hurry but with waves on the gulf and upwind, 3/4 will give me around 3 knots.
