On Tuesday night, President Bush signed into law "The Clean Boating Act of 2008," which gives recreational boats a permanent exemption for the court imposed EPA discharge permit.
I thank each of you for helping create this victory for boating. Every time we asked for your help, you were there to push the legislation further down the path towards successful passage. You contacted your Members of Congress and helped them understand the importance of boating in your life. And Congress heard the loud voices of tens of thousands of boaters! Nice work!

Yes, the EPA has sidestepped every issue while it was under their watch! Now that they will all be leaving their jobs and going back to the private sector, (and being green is suddenly fashionable) they decide to ramp up enforcement! PULEASE! They just added 9 mil to enforcement for 2009 while during the last 8 years average penalties dropped 67% and total number of enforcement actions dropped by almost as much. Average Penalities for industrial polluters dropped from $233,000 to $63,000 when compared to the Clinton administration.... The Supreme Court has ruled against the EPA numerous times and now Congress told them to take a hike on a discharge permit program.
It was stupid - what some guy is gonna come out to your boat when it is raining to collect runoff and test it? I'm in the environmental industry and everyone thought that the EPA was just looking for positive press.

Nothing--that's the purpose. Without this, the decision presumably intended to force the Environmental Polution Agency to regulate ballast tank emptying by ships would have also caused all recreational boaters to get a state permit to allow them to even wash their decks. The wheels turn slowly, but at least sometimes they turn.
