I have been studying the issue of launch wheels when strap launching and have arrived at the following technique. It involves two key components. The first is a Tie Down Spare Tire Carrier With Eliminator Removable Spindle/Hub #86068. In other words it is a spire tire holder that allows the tire to spin. Got it from J&M Hunting Supplies & Marine (www.shootnhunt.com) for $90. It is NOT the same unit as in the WM catalog. This unit fits the bigger frame of a C250 trailer.
The second component is a 2500lb Folton trailer jack, which has a lot of travel up and down. Got it from WM# 7869910 @ $85
Here’s another view showing the placement of the components. They are placed such that my Equalizer hitch still fits.
When the trailer is hitched both the jack and the tire are high enough for travel. When the trailer is unhitched and the jack is all the way down the trailer rests on the tire and the jack foot is well clear. The tire then steers the trailer straight back as you launch. No muss, no fuss, no hard work. All you do is use the jack to go up and down. I have used the system and it works!

I loop it around the "A" frame by the mast raising tower. My straps have a loop at each end. I feed the strap through the loop around the frame at the "A".
