I have a home fiberglass refinishing project (a shower base). My question is, what would be the best solvent to use before I paint (epoxy paint from a refinishing kit)? The kit only suggest multiple scuffing rounds and TSP with water rinses. I've done 4 rounds of scuffing with both Steel Wool and 220 grit sanding cloth.

TSP will leave a gritty residue so it's best to rinse aggressively. Then acetone. What kind of paint are you using, two part epoxy paint or two part polyurethane? Either way it ought to look great.
Careful with the Acetone. If its a plastic base the Acetone could eat it and turn it into a sticky mess. Test it on a small area first. If its fiberglass it should be OK.

So sorry your post came in after I had my tub re-glazed. I would have asked how the surface was prepped. With a little surfing I am finding TSP, sanding with 220 grit copious rinsing and a final wipe down with muriatic acid.
"Add a few capfuls of muriatic acid – available at home improvement centers and pool supply stores – to a bucket full of warm water. Dip a scrubbing brush into the bucket and scrub the entire surface of the shower pan with the acid solution. Rinse the shower thoroughly and allow it to air-dry completely."
