I found a little tackiness when I pulled my carb to clean the jets. The carb was last pulled at a Mercury dealer/marina a few years ago. When I removed it this time, I discovered that the fuel line was secured over the nipple with a plastic zip tie. I'm pretty sure that wouldn't meet Don Casey's approval. Corrected now.
edit:
Since the low speed jet problem usually manifests itself while negotiating a marina and actually docking, I'v decided to include cleaning the jets with annual maintenance. It hasn't been a recurring problem for me but is easily prevented. Most of the assembly uses reusable "o" rings and won't require a gasket set every time. Mercury, of course, doesn't sell an "O" ring kit separate from the rebuild kit that includes new jets, float, etc for $67, but you can buy the only specialized piece. The rest should be widely available.

Greetings I too have a Merc that has had low speed issues, after a very long run at good speed it does not wish to idle down, anyway I found that 'carefully' drilling out the brass plug that covers the low speed air adjustment afforded me better control. It still does not idle the way I'd like when hot but it's better. It's an 03 15hp 4stroke. I'm going to go for the re-build kit - just for the seals. Jan
