Does anyone else have cardboard above the cabin lights next to the mast step? Was it leftover from the layup or does it serve a purpose? Mine is soaked.
One way or the other, the water would seem to be key issue.

Certainly had a bad leak at the mast electrical connector, possible the mast step as well. From what I got from the PO, it was left unchecked a couple of years. After investigating, it appears the riggers he hired to put up the new mast just threw old sealant over the previous silicone, a big no-no. Rotten core around the connector, so that will need to be addressed. I think the mast step looks ok (just needs to have the old sealant removed). The problem is, what the heck do I do with the rotten cardboard. Either I cut a larger whole in the liner to pull it out, or I dry the cardboard and leave it. Any suggestions?

Well I wouldn't cut a bigger hole just to remove the cardboard that I'm guessing was left when the boat was made by mistake. As long as you address the leak the cardboard will dry up and cause no harm. Maybe remove what ever you can reach. You might put a hair dryer up to it to thoroughly dry the cardboard.
