3-way diverter valve question

Good morning
Now that the hull valves are free, I have a question on the three way waste diverter valve.
It is labeled "RC Marine on top". It has raised markings on it.
The inlet is marked 'FLOW'. The outlet to the tank is marked 'OPEN'.
I cannot see the outlet marking to the overboard hull valve.
The handle is covering the marking to the overboard discharge.
I am used to seeing the handle point in the direction of flow; but since the outlet to the holding tank is visibly marked 'OPEN', is it possible that the flow is open to the tank when the 'OPEN' marking is visible?.
This valve is frozen like the hull valves were and I have not been able to move it (yet).
The boat is still on the hard, so I can't just flush it to see where the water goes; unless it's possible to fill the bowl from a jug and flush?
Any help out there would be appreciated greatly.

The label that's covered by the handle is for the direction that is closed. Be aware that in places like the Narragansett, Fisher's Island Sound, and all of Long Island Sound west of a line three miles east of Montauk Point, overboard discharge is illegal. Off the RI coast and around Block Island, it's illegal inside of a line three nautical miles off-shore. In Great Salt Pond on Block Island, the Harbor Master's people go around at night with flashlights looking for traces of discharge on and around hulls of boats at anchor and on moorings. They're serious!

BTW, every couple of weeks or so I smuggle wine from Ashaway back to Mystic...

Don't tell anyone...

Jay, yes, you can put the inlet tube in a jug to draw water to flush on the hard.

I'm considering removing my overboard waste seacock and patching it since it's illegal almost everywhere a Catalina 25 would go.. It's one less thru-hull to worry about.

Thanks for the valve info. I had a feeling that was the case. Just the opposite of most ball valves, though. As I said, usually flow is in the direction of the handle. At least it's in the right position.
By the way, RI dictates a sticker be visibly placed on the boat (mast in my case) to show your system is inspected and you understand the rules. Valid for 4 years.
My mind is relieved now.

Here in CT not only can you not use your discharge port to flush your sewage overboard, but you must have a method for locking it with a padlock or disable it by removing the handle. This is a new boating regulation since Jan 1, 2014.
Our US Power Squadron Courtesy Vessel Check examiners were instructed last year on this regulation.
Were it I, I'd remove it entirely and connect a holding tank if I had a marine head. Luckily, the portapottie makes life a LOT simpler!

I hadn't heard of that CT law. I get boarded every couple of years by the USCG--they're particularly hungry this time of year--I don't know that they worry about state regs, but I'd better look into it. My valve switches from the pump-out deck fitting to a macerator that pumps to an above-the-waterline thru-hull. I've never used the macerator except to pull some antifreeze into it.

Hi again,
I have a holding tank, so the question was just about the 3-way valve. I'll have to check on the RI law about locking the overboard hull valve.
