My Advice for what it's worth.. My rudder snapped in half between the pintles while sailing in the San Francisco Bay. The rudder is a balanced rudder and looked in very good condition. Only had a 2 hp motor and a 4 knot current blowing against us. We did make it back to the marina in about four hours. My suggestion is this.. any rudder can break so have a backup plan anytime you sail. I chose to spend the cash and buy a new rudder. Found one from the Foss Foam company in Santa Ana California. I believe they still have one or two left in their warehouse. Call them and offer them a price.
