IN my cockpit, near the floor ('scuse me .. deck) below the campanionway is a little brass kinda u-type fitting about an inch across. If that much. Looks like you might attach a hook or snap to it like a tent flap. (I don't think the pop-top "tent" attaches to it.) And there's another "u" type deal just like it in the salon down close to the sole (floor deck whatever) on the port side near the galley. (I don't remember exactly where that one is.)
Do you suppose the PO put them there so he could secure things in the cabin and/or near the companionway? The way you described them it sounds like they are simply convenient places to hook or tie the ends of shock cords.
I don't know about the one in the cockpit, but the one you have in the galley might come in handy to secure things and keep them from flying onto the sole when you are heeled over. Before I secured my microwave in the galley, I had to use shock cords to hold it in place, and there isn't a good place to hook onto down low (below the shelf for the original alcohol stove). I had to use the drawer and drawer frame as a place to hook the shock cord to ... it worked, but it sure did look goofy.
Do you have a digital camera? If so, maybe you could post a photo(s) and we could get a better idea of what their purpose might have been.
Mine had a similar fitting though it was mounted in a different location than your's. I had removed them, along with several other P.O. "improvements" and later found a small brass bell in a box of stuff that came with the boat. I found that it was what went into those fittings. One for outside and one inside. I guess for security. I'll try and take a picture so you can compare.
Sounds like an attachment point for a jackline. (safety harness)... My C25 has a fairly substantial stainless steel "U" fitting there.. obviously added by PO. (PO wasn't particularly skilled at boat mods.)
I added one there on the Venture 23 for the same purpose... a harness attachment point to keep me in the boat. Life expectancy in the water here is a few hours.
