I have a set of fishing rod holders that I need to attach to the bulkhead.

Does anyone know what I can use to attach the holders?

I do not want to use screws even though it is above the waterline.

I'm also unclear about what you are attaching to. My understanding was the bulkhead was the wood panels separating the sections fore and aft in the boat.

I've had good luck using small, short stainless steel machine screws attaching items to the fiberglass liner. I predrill a hole in an innocuous place to check the correct drill size for the screws Im using. The drill size needs to be very close to the screw size. it the holes are too small the screws crack the resin as they go in. i put tape on the drill bit to make sure Im drilling to the correct depth.

Some people fill the holes with an epoxy before screwing in the screws to seal the holes and prevent water ingress into the liner. There are several thickened two part resin glues out there.

You mean the aft exterior face of the cabin? (That is a bulkhead, but most "bulkhead" discussions here are about the interior.) Are these rod holders for storage or for fishing, and exactly where in/on the boat?

Exterior hardware that gets any stresses generally should be through-bolted--not screwed on--and bedded with caulk or butyl tape.

I have had the same problem trying to attach velcro on the bulkhead in the cabin. I recently used Alien tape to the bulkhead. I used it to secure the velcro to my solar controller. So far it is holding. We will see.
